Does anyone know how long, after landing, it takes to become eligible for health care in British Columbia?

my wife is 7month preg waiting for care card.
BC MSP told us that we can pay first then they'll reimburse later once she gets the card.
Also was told same thing at doctor's office when we paid $75 for a visit.
she had to go to emergency room and she told them she doesn't have care card, they asked for a PR paper, took a photo copy of it and did not charge us any fee.
call BC MSP, ask for enrollment specialists, explain your situation and they'll tell you for sure what to expect.
