Hi all,

I already have my COPR and counterfoil valid until Oct 2021. I’m currently in the UAE, but am considering waiting for Canada’s travel restrictions to lift in the Philippines. Would this be a problem? Would we need to update IRCC?

What do you mean by " waiting for Canada's travel restriction to lift in in the Philippines"?

Do you need to travel to in the Philippines before going to Canada? AFAIK, there is no travel restriction for COPR holders to Canada.

Unfortunately there are still travel restrictions even for COPR holders, if it was issued after March 18th and you're not in the US. Check here:
https://www.canada.ca/en/immigration-refugees-citizenship/services/coronavirus-covid19/immigration-applicants.html#approved

And there is a possibility I will have to travel to the Philippines before Canada.

According to the link, read this:

All other foreign nationals

Travellers coming from outside the US who are exempt from the travel restrictions

That means you are ezempt from the travel restrictions if you travel directly from Doha (not sure about Manila).
