You've applied through Quebec if you've gotten the CSQ. But have you applied to CIC yet? You need to get a confirmation of residence from the Federal govt (I think). Quebec has its own standards and procedures for approval. Because of this, it would look bad if you moved right after, and Quebec could make the case that you never intended on staying in the province. Have you tried looking for work in QC? If you have tried and exhausted your resources, then you are justified in moving, but otherwise, I don't know how likely it is that you will be found out or if there will be repercussions.
