After landing, can I legally look for work during the month I wait for my PR card in the mail?

yes, you are a PR the moment you land and activate the PR visa

Take your record of landing and passport with visa to the nearest Service Canada and they should issue you a social insurance number on the spot, although it will take a while to get the card in the mail. However, I wouldn't expect to land a job that quickly--unless you already have one lined up. There is a global recession under way that has not spared Canada.

Do you need a Canadian phone number to apply for a SIN card? I looked at the SIN application and saw that they ask for a phone number, so I was wondering if they would not assign a SIN number if you don't have a phone number.
