I agree with you that the immigration office asks you about the amount but for the family sponsor cases, any amount is acceptable to them because the sponsor is taking the responsibility for the nominee.
I was not asked about any amount which is to be transferred later because that can always be & usually done either through "Bank Transfer" or "Western Union" and they apply their own rates / charges which is set by the government and their working is independent of Immigration Offices. My parents transferred me 1000 CAD yesterday through Western Union and I did not declare any amount at the port of entry for money to be followed later neither was i asked about it.
The taxes that you are talking about is on the "Goods to Follow" such as furniture, jewellery items, electronics etc. and that has to be declared at the time of entry to avoid taxation. However, it has got nothing to do with Cash amount becuase the cash will not be brought into canada through a forwarder or a courier service.
I had initially agreed on bringing 8000 CAD (mentioned this amount in the economic class forms also) but in the end managed only 4000 CAD. When I was asked about the amount brought in, I only mentioned 4000 CAD which was written by him and i was allowed to pass through. I landed in canada on 3rd Febrauary 2012.
The above is not true for Skilled Workers Category because it is mandatory for them to carry 10,000 CAD.
