Yes, there are many non visa exempt applicants processed at LVO though.
Well it's the same thing in a sense either you have to send your passport (non-exempt countries) or upload the copy of your passport online/receive confirmation via portal (exempt countries). But the problem is the delay that many applicants are facing between DM on E-cas and PPR (or some sort of confirmation).

No - we never had to do that from a visa exempt country. Just calling this out here so some people know there are instances where PPR is not required, including uploading the copy of passport.
