Waiting for Passport Request

Greetings to all,
May I ask how long does it takes to receive passport requests, my consultant submitted my application for almost 148 days and until now it is said that still in review and waiting for final decision. Does it takes that long delay for passport requests ? Please enlighten me.

Hello there I applied here in Taiwan, it's almost 2 months already after my medical and biometric done,and until now I'm just waiting for final decision...
