My step-daughter is coming from China to study at university with a letter for the the Study Permit and the TRV in her passport. 
My question is this: Is it a good idea to wait until after she has landed, BEFORE sending in our PR application for her mom (my wife) and her ?
We went through a lot of anxiety about getting my daughter's study permit approval and would hate for her to be refused entry because of the new PR application. I understand that Dual Intent technically allows the two to occur at the same time - but couldn't a border officer re-evaluate her upon arrival and find that she really intends to stay because of the PR? Has this ever happened to anyone? Or are we worrying for no good reason?
It makes a difference financially to us also, because now she pays 2 X tuition fees as an International Student and I am hoping she and her mom will be approved for PR and we will only pay high tuition then for 1 term. Of course I am also aching to have my spouse here.
What would you do?
