Whats wrong in attaching a letter that your previous employer cannot provide the letter. In checklist they ask you to provide

letter of references from past and current employers from past three years. I dont think they really care about other than qualifying experience, but since its been asked in check list providing it will be a good idea. You can attach old offer letter or old pay stubs with T4 to prove that you worked

Thanks gladaki for your prompt response. I actually do have the letters from past and present employers. CIC just sometime ask useless info which is the case here since I do not needed mto prove my past employment to comply with the one year requirement.
 
reference letter from employer works better than T4 slips. Employer can list out all the duties and responsibilities you have/had while working as well as it looks more professional as well. T4 & income tax returns counts towards the no.of hours you worked/working.
