Can the successful completion of a 12-month vocational certificate from a Canadian technical college be grounds for a waiver of demonstrating English competency (by exam) for a citizenship application?
I don't think so. You can submit the certificate's copy along with the application. If cic accepts it then well and good and if your application is returned due to insufficient language proof then you have to do the third party tests as per cic's instruction guide for citizenship.
