My primary VO is Winnipeg.Nothing in the file is moving from this VO at all.
Honestly,I am not sure how the task or load assignment is between primary and secondary VO.

Primary office is the one processes files, in my case, the primary office is Winni F** Peg! They aren't doing anything it seems
