Vistor visa for my brother while i'am on PGWP

Hello
I want to know if my brother is considered as an extended familly memeber and is it possible that he applies for a visitor visa while iam currently on PGWP?
Because on the cic website it is not mentionned that work permit holders can recieve their familly mebers,its allowed only for canadians and permanent residents.
If yes,how i can get the travel exemption letter for him so he can cross the broder safely(after he gets the visa)?

He doesn't meet any of the requirements to travel at this time.

He should wait until the COVID restrictions have lifted.
