My visitor's Visa extension was declined, meanwhile during the processing time taken by CiC my Visitor's Visa expired. Do I have to apply for Restoration of status. My Visa expierd back in March 2009

You are too late, 90 days after expiry to apply for restoration. So now you have to leave.
