Visitors visa while spousal PR application is processing

I'm going to submit the PR sponsorship application in about a month after the police checks all come back for my spouse (we've lived in 3 countries). We live/work in London UK right now with full time permanent jobs.

We have a flight booked in June for a 4 day visit to canada. She is Russian and needs a travel visa to do this trip which we haven't applied for yet. I am wondering if there will be any problems in obtaining the travel visa while the PR application is processing? We have no intention of staying in canada beyond the duration of the trip. Should we submit proof we will not be staying in canada, such as proof of future travel from London?

She can certainly apply for the visitor visa - however there is no guarantee it will be approved. Yes - she should provide evidence she has ties to the UK and plans to return there after her trip to Canada.
