Can anyone address this question?

I am a Canadian citizen,my gf is from SA...we are in a relationship or communicating for the last 3 years.I had been to SA 3 times to see her .
Applied visitor visa for her and refused ,twice.
Should I mention that we are in a relationship and I want her to visit me in Canada? I would be doing another invitation again. I was thinking to write a letter n attach with that as well. I want to her to visit ,although she must return on account of her job and other commitments for now.
We do plan to get married at a later stage.
I am just not sure if stating all that is a red flag for visitors visa or not stating the facts would be concealment.
I am just confused.
Any opinions guys ,highly appreciated.
 
My girlfriend applied for visitor visa from South Africa ,she was refused first time with reasons of insufficient funds.
Second time I sent in invitation letter along with the proof of funds.
This time refused again no family ties in country of residence as well as not enough opportunities of employment in country of residence.
How do we respond to that?
