Hey everyone, I'd like some clarification on something.

I have a friend who's a Canadian citizen who is getting married in May to his American bride. The end result is she wants to move here to Canada.

Would be best to get her to apply for a visitors visa and try extending it whilst he applies to sponsor her for PR?

Or is that a red flag to immigration and they might deny her visitor visa?

Keep in mind she doesn't plan on coming here until after the marriage in May.

Americans are visa-exempt, so she can't apply for a visitor visa. She can come to Canada as a visitor without a visa; the standard is 6 months on entry, though that is at the discretion of the CBSA officer. She should carry proof of funds and proof of the PR app. She should carry only a few bags, as she would only be entering to VISIT her spouse while the PR app processes.
