If you've applied outland, then yes. If you have applied inland, and have included an open work permit application with the package, then no, he has implied status.
If you have applied outland, you can ask for a longer extension. Next time your husband applies for an extension for his visitor visa, ask for 14 months directly. You can argue that your VO takes 12 months + 1 month first stage, and that you have applied for PR (include the fee receipt, or first stage approval if you have it already), and show your pay stud to show that you have the means to support him. at the border, you can only get 6 months, but when you ask for an extension, you can ask for more. Some members have asked for 14 months and got it, others even for 2 years and were granted it ( but that seems exceptional! ).
