I applied for study visa but it was refused but I have already visitor visa ..can I come to canada as a visitor ? It is valid till next year.

You can try is a better answer. Given your attempt to secure a study permit make sure you have strong proof of ties to your home country, detailed itinerary, funds to support your travel, etc. A TRV essentially gets you to the border to be assessed for entry into Canada.

There is little information on what you could show as proof. Would be helpful if you can elaborate.

You could be asked for proof you are employed in your home country, that you have a home to return to, have a return ticket, proof of savings, etc. or you could be asked for nothing. It is really up to the border agent when you try to enter Canada.

Job bank. If LMIA is approved then leave Canada and apply for closed work permit outland. Get ECA and language test results. Make sure your past work experience matches the LMIA job offer.
