Processing depends where you live. You can reapply but doesn’t necessarily change processing times.
GC Key and IRCC Portal have their own processing times.
It has been observed that IRCC Portal was faster when launched but now it is all case by case. There are no set patterns.
Processing averages 5 months so you are well within processing times.

The visit is for aids conference holding in Montreal from the July 27 to 2, August . no response yet. Is it not getting late ?
Yes, you applied late. You applied end of April and the processing time averages 5 months. VOs don‘t take into account your travel dates so will process even if conference dates have passed.
Visit visas are averaging at about 6 months now. So one must apply well ahead of time
If you are a guest speaker then you can raise a webform with a letter from the organizers. I see that the conference also is virtual so you don't need to be in Canada to attend.
I am not a guest speaker, however i am an MSc student of public health who registered with an authorization letter from my school to attend the conference in person and visit some institutions in Canada for a research survey at Center for disease control(CDC) and other centers for infectious disease control. My concern is reason for delay in response.
As said before, unfortunately, you left your application very late so there is no delay in response.
