How can he go about this process during the present COVID situation.

How can he go about this process during the present COVID situation.

He would apply the same way as he would normally.

Note that processing of applications is currently delayed and he should anticipate longer than normal processing times. Also, Canada currently has a travel ban in place that only allows certain individuals to come to Canada. This ban is expected to lift in July right now and he would be allowed to travel then (provided the TRV is approved).
