Visitors in Canada, who require a TRV, can no longer submit their application to a visa office in the United States when applying from inside Canada. They must apply either to the visa office responsible for their country of nationality, or to a visa office in a country in which they are present and have been legally admitted.

Can some one please explain to me what does this quotes mentions? If am a visitor in Ottawa, Canada, I basically can not send my application at the ottawa case processing centre and I can not also send it to united states anymore, so where do i send it then? back home (Pakistan)? :s..Also, what does the last sentence means? or to a visa office in a country in which they are present and have been legally admitted? ..I am currently present in canada and have been legall admitted here..so does not it mean that i can send my application at ottawa centre, but they told me I can not send it here , since they only deal with valid study permit and work permit holders :(..Can i still send it at the new york, or detriot office in US?
