Visitor Visa while waiting on approval

My sponsorship application under family class was already processed and my wife's application is now in Beijing waiting processing. Is there any chance we can apply for a visitor visa for my wife while we wait?
Do you think they will give her the visa knowing her file is already awaiting approval?

Yes - you can certainly try applying. However there is a low chance of success since CIC knows she has plans to remain in Canada long term.

You will have 50 - 50 chances of getting temporary visa while your long term visa application is in process already !
