Visitor Visa while waiting for Outland Spouse Sponsor Application

Hi! I sent my spouse's application late December through Canada Post and through the tracker I received confirmation that it arrived the first week of January. I have not received an AOR yet at all from them though.

I'm thinking of applying him a Visitor Visa. Is it even at all possible for a Visitor Visa to get approved while his sponsorship application is being processed? Or will it be flat out rejected as it will only complicate things?

Please advise.
