Visitor Visa while spouse sposer form process

My sponcer process is been approved in Canada and currently in my wife's country. Any suggestion about applying a tourist visa while waiting?

If you can apply for work permit, it would be a better option.

Does she have to have a valid job offer from Canada to apply work permit? She doesn't have one yet
