LMIA exemption is only for certain situations - inter company transfer, professional (engineer) from country with FTA with Canada like US. Job offer requires employer to pay $1k and file for LMIA proving no Canadian/Pr can do the job.

Most LMIA exempt jobs tend to be higher level professional jobs for example post grads.

In general it can be difficult to secure a WP as visitor because most employers are unwilling to go through the time and expense of the LMIA process and there are already a lot of unemployed people with WPs and the economy is not as good as it used to be so getting a WP will be quite difficult. Many are under the false impression that arriving on a TRV and getting a WP is a relatively easy and fast process which is incorrect.

Definitely not suggesting they make false asylum claim. I am advising that it is not easy to secure a WP as a visitor. Many are under the false impression that once in Canada it will be easy to secure a WP.
