Visitor visa running out/no flights to go back

Hello everyone my parents are in Canada on visitor visa and status is going to expire on April 18,2020. Their original flight is rescheduled and cancelled 3 times. I am trying to apply for extension and its asking for UpFront Medical but those doctor offices are closed too. Can I apply extension without medical and Biometric Fingerprints?

Did you read and apply based on following link to restore status and was the medical/biometrics still requested in the application ?

Apply to extend and if asked for a medical send in a webform that medicals are on hold.

This link eventually takes me to regular way to apply for extension which needs medical and Biometric. I believe they didnt updated the rules yet
