He should finish his studies and then hopefully find a good longterm job and then reapply after having been in the job for 6-12+ months. There is no easy short term solution. He can also apply for judicial review of the refusal. It is expensive, may not change result and will take at least 1+ years for case to be heard so won’t make a difference when it comes to attending your wedding. You may want to reach out to your MP to see if they can provide any help to you. Won’t guarantee a change in the outcome of the TRV but that is your best option at this point.
About the MP thing we already had attached the letter provided by them .
 
MP letter doesn't help you. MP doesn't know your brother unless you have a personal relationship with them. MP cannot vouch that the will go leave.
They said they can write a special letter not like the last support letter . But with that we'll have to reapply i don't know whether we should do that or not

He has two back to back refusals. Applying again with no just a MP support letter is really no new documentation, and looks like desperation to come to Canada.
 
Get a lawyer and file on his behalf. Will cost a lot of money. Even if he "wins" his JR hearing then it goes back to IRCC to be reviewed by another officer with the same documentation. It may still be refused.

Processing will take over a year and there are no guarantees you will end up with an approval at the end.

You realize lawyers get paid whether a JR is successful or not, right? If every JR was as successful as they make them out to be, IRCC would just approve every application. Your brother does not have, in IRCCs opinion, strong reasons to come to Canada. As a foreign national, he isn't entitled to a visa....it's a priveledge.

What do you mean? Also this is about your brother who now has two refusals. This should be his decision. You have nothing to lose because you live in Canada. He is the one who now will have immigration issues when he applies to any country. He has to say he has been refused twice to visit Canada.

I am just trying my best to make things better with the reapplication too we tried out best even got a new letter from college .. it feels like the officers are trying to avoid indians as much as they can

Don't pull the race card. This is not about nationality or race but about the fact that he is single, no job and no family to return to. He could be Eastern European or South American and still would be refused.

Consult a lawyer about going through with JR. Average cost is $5-10K. But this is not about race but showing family ties to return.
