Did you mean chances are low for language course or that chances are low for any short period of study?
What kind of visa one can apply for then if one cannot apply for visitor visa and study permit is also not applicable for a study of less than 6 months?

Problem is English course is not a good reason to go to Canada since you can study English anywhere. Any visa will be a challenge.
