visitor visa or open work permit

Hello everyone,

I recently got my admission confirmed in a Canadian University and my course is starting in Sept 2022. I'm married for four years and I have a two year old son.
I wanted to know should I apply for visitor visa first for my family or we should apply for open work permit for my husband.

We initially planned to apply for visitor visa as open work permit is taking 6-7 months to come.
please suggest which is the safe path we should follow.
