is it CAN+? you mean to say you are work permit holder and did you apply TRY from India?

Yes, since I was in Canada until 1 month ago, I think it will be processed under can+ , might be wrong, also didn't read the dubai part

That's ok! and yes, it's upto ircc to decide on faster processing even if file is eligible for CAN+.
