Visitor Visa Not Processing for family : pending for brother

Hello, we had applied visitor visa for my family (father/mother/brother). Background check for my father and mother has been completed. My brother’s application is still pending. It has been more than 6 months since application was submitted.

not sure why my brother’s application is still stuck. Any suggestions or inputs will be appreciated.
