Visitor Visa From China - Timeframe ?? Thoughts - 10 months so far

Hello, My daughter In-law application is still in background check, 10 MONTHS so far, applied April/2024, today is FEB 2025 ! She is from China. I called today as I am rep for her to. They said it is past the eligibility stage, waiting for background check. BUT does that mean it still has to be seen by the final officer for pass or refusal ? I asked the IRCC telephone rep, but there answer was kinda vague/unsure? She has applied for VV before twice and refused, but those were all within 30 days. Thoughts ?? Thank you.

Background check has nothing to do with being seen by an officer. Officer has seen it because you say it has past the eligibility stage. The issue is with China and getting immigration and security data from them. China takes a long time.
