Visitor Visa for Sister-in-law

We applied my sister-in-law's Visitor Visa last year which got rejected. I ordered CIPS notes and reasoning was not convinced that she will return etc etc.

Here are a few things to mention:

• Sister-in-law is single.
• Govt Job teaching.
• Has he house and bank balance etc in India.

My wife is a stay home mom and now we are planing to invite my sister-in-law on our daughter's birthday. This is another attempt to see if she can come and visit us this Summer.

Questions:

• Can we apply online for a visitor visa?
• Can I apply or the application has to be from my wife?

The application has to be made by your sister in-law unless she authorizes one of you as a representative. Invitation for birthday is not a good enough reason to visit alone, I will club it with tourism and family visit and apply for a short duration.
