She can try again if she can address all the reasons for the refusals. The notes you posted were from her first refusal.
This is what I received yesterday. I thought these were for this refusal? Prior refusal had the issue of no strong ties outside Canada when we had applied for both her and her husband and kids together in 2022. So this time we just thought of applying for her. And after all that, we got the reason for inconsistent purpose of visit.
I copy pasted the section with this latest application correlating dates.

I have reviewed the application.
I have considered the following factors in m y decision:
The purpose of the applicant's visit t o Canada i s not consistent with a temporary stay given the
details provided in the application.
Weighing the factors in this application. I am not satisfied that the applicant will depart Canada at the
end of the period authorized for their stay.
For the reasons above, I have refused this application.
There is a very high likelihood it will be denied again. Would be probably better to wait and try again next year for a short visit.
The result was same even when we applied after 4 years. Sometimes I feel the officers are drunk and they just pay a local chap to keep declining all applications and copy paste the same reason lol. We addressed all issues and made sure there was strong ties in India, and her business and business financials, and everything. Shes earning in hundreds of thousands and they think she’ll come and work as a babysitter here and nurse . Shes a business owner, she can hire 10 maids for every single task. But they think she’ll come to Canada to earn $15 / hr here.
But didn't your letter of invitation say your wife needs pregnancy support and include doctor's notes? And she was coming for over a month which weakens ties to return? Visit is two weeks max to meet her niece or nephew. That is all that needs to be said.

Well and the fact she wanted to stay for up to 2 months and had 2 refusals (now 3). Honestly she should not apply for 4-6 months or at least until the baby is born. Reapplying right after a refusal will raise red flags. Does she have a strong travel history to the US, UK, AUS or NZ? If not, then that can still factor into another refusal.
Unfortunately she does not have relatives or reason to go to other countries. Her blood sister is in Canada and that’s why she wanted to visit. Seems like the officers think even the people living a lavish life as business owners in India and making profits in a month that even the officer wouldn’t make in a year .. would go and take up a cash job of a nanny .. zero logical sense. And here, the hospitals don’t even keep the new moms for more than 24 hours, unless they are high risk; then they get an extra day or two. So I cannot understand whose job would a rich family member take.
Not sure what being rich has to do with getting a visa approved. You can thank all the people who have applied and come to Canada with an invitation letter to support pregnant family members, didn't leave and now just helping family members with child care in Canada. Now IRCC has cracked down. She has 3 refusals now. Don't apply until baby is born and if she wants then reapplies to visit her new family member for 2 weeks.Unfortunately she does not have relatives or reason to go to other countries. That’s what I am saying ..logically IRCC should think if someone’s making hundreds of thousands in India, why would they come take up a job here that too that pays minimum wage? Even so, for say, day care centres have wait lists for months and people have trouble finding a place, if there’s a family member than can come take care of her niece or nephew for free, why would we want to burden the system ? lol. And we’ve shown she has enough money in her business that she wouldn’t come to work. Anyhow, let’s wait and see I guess. I’ll surely get her a visa some day, it’s more of an insult than IRCC being careful. They let all these illiterate and illegal and criminals into Canada via various streams and genuine people have always paid the price.
A family member providing childcare as a visitor is working illegally. As a spouse you are expected to be the primary support for your spouse during the postpartum period in Canada.
So you now say IRCC should allow family members to come on a visitor visa and be a caregiver for free so as not to burden the system. Again that is working but hopefully the fourth time works.

I used to work for the CRA . In the eyes of the Government it is illegal work . It’s your job as the partner to be doing work , not bringing in someone from outside the country

Lots of people have kids in this country and manage to survive .
