She can only visit temporarily as a tourist (i.e. for a few weeks or months). She cannot stay with you or live with you for the entire time you are on a study permit.
Note that taking care of your child will be viewed as working without authorization by IRCC. So you do not want to list this as the reason for her visit.
She will need to apply for a TRV if she wants to visit Canada as a tourist. Note that processing times are very long right now. She will also need to obtain authorization to travel due to the COVID-19 travel restrictions.
We have seen others in similar positions being denied even if the parents have TRVs so I would be looking for other options. As previously noted you may wait for 6+ months for a response so you'll need another option at least in the foreseable future.
