if it's safe to go visit my cousin in states and get new visa on the way back or i could apply for visa extension and go visit my cousin in states?

There is no such thing as a "visitor visa"... you might be referring to a TRV or to a visitor status.

Please confirm which one you have and which one is expiring.

Leaving the country is never "safe". Whether you are allowed back into Canada and for how long will be up to the CBSA official you encounter when you re-enter Canada.

As Scylla explained, there is no such thing as "safe".

Anyway....

As you will be travelling out of the country your visitor status (extended or not) may or may not be reset once you reenter Canada (if you are allowed in).

But... the an approved extension would be a very good evidence on the honesty of your plans and intentions. The extension can be shown when reentering and the officer may or may nor honor it.

So I would suggest to get the extension and once you have it (or at least you get a case number) then you can travel abroad.
