Visitor visa application while waiting for spousal OWP

Hello,
I am an international student currently in Canada. We have applied for OWP for my spouse and a visitor visa for my child in Jul 2021. However, as we haven't received any updates on our files yet. Should we apply for a visitor visa(spouse and child) on the new visitor visa portal? If yes, should I apply from Canada or my spouse should do it? Also, will this have any effect on our OWP application?

You can try although they aren’t true visitors so could be denied. No negative impact.
