Status of me and my husband: Canadian Citizens
Status of my parents: Permanent Residents of Canada, but currently living in India. Visited us last year for 5 months.
Status of my Brother-in-law's parents: Living in India with my sister and brother in law.
My sister and her brother in law applied for visitor visa last Sep and got rejected. They applied again in Sep 20, 2025 and got rejection on Oct 21, 2025 stating that they do not have strong family ties back home. Both times, my husband is the one who is inviting them to Canada. We thought of submitting for reconsideration. I consulted an immigration lawyer in Canada and he advised us to apply again, but for my sister alone. Since, her husband will be back home and we would not be applying for visa for him; the chances of getting approval for my sister would be more.I have couple of questions here:
1. Will it be better to appeal for reconsideration?
2. If yes, how long would it take till we hear back?
3. Should we go ahead with the lawyer's advise and apply for my sister alone?
4. Since we already applied for my sister and Brother in law together, would it not be a problem to apply for my sister alone? The visa officer might view the files and question why we are not applying for visa for my brother in law.
5. Also, the immigration lawyer was pushing us to appeal at federal court. would that be of benefit rather than reconsideration request?

Canada at the end of the period authorized for their stay. For the reasons above, I have refused
this application.
I do not want a third rejection on my sister's file. Just looking for an advise of what can be done in this scenario.
