Visitor Visa Application - Representative Yes or No?

I am applying for a visitor visa for my in-laws. On the portal, I have created a group and added 3 members. While completing information for each member, there is a question on 'Representative' (Are you applying on behalf of someone else?)

Should I be selecting that option as Yes or No?
