My father has applied for TRV on 18 October 2018 for the business purpose. He had to attend a design and manufacturing expo by ADM at Montreal, Quebec for 2 days i.e. 14th-15th November, 2018.

But his application got rejected on the following grounds :
a. I am not satisfied that you will leave Canada at the end of your stay as a temporary
resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
b. I am not satisfied that you will leave Canada at the end of your stay as a temporary
resident, as stipulated in paragraph 179(b) of the IRPR, based on your travel history.
c. I am not satisfied that you have a legitimate business purpose in Canada.

He again applied on 1st November, 2018 after meeting the necessary requirements. Unfortunately, his application got rejected again on the following grounds :
a. You have not satisfied that you would leave Canada at the end of your stay as a temporary resident. In reaching this decision, I considered several factors, including:
(i) Purpose of visit
(ii) Personal assets and financial status
(iii) Having a legitimate business purpose in Canada

Kindly guide how should he proceed for the third time to stop this chain of refusal.

Any kind of guidance/suggestion would be appreciated.

Your posts are still not clear. Does your dad own a business (either sole ownership or with business partners?) or is he employed?

Did he prove why it is necessary for him to attend this expo?

Also, while he wants/wanted to attend three similar events in Canada... in rather quick succession, he has not visited other visa-required countries for similar events. This would put the focus on his purpose of visit i.e. why Canada? Why not another country where similar events are being organized?

Would you suggest to visit other countries where similar events are being organized and then apply to Canada?

Quite honestly, it does not make sense if your dad wants to visit Montreal/Canada for these exhibitions.

He does not have any previous travel history for similar reasons. Applying three times in a short span would bring his intentions/purpose of visit in focus like I mentioned earlier.

It would make sense for someone in the printing business to want to visit China, Hongkong, Malaysia or even Germany If he is looking to import machinery/equipment then these are the countries he would want to visit, not Canada

I'm not a visa officer. But, I'm curious to know why the persistence in wanting to visit Canada.... first as a business visitor.... then as a tourist (no family/friends in Canada)
 
To be honest, visiting Niagara falls is his dream. That's why he wanted to visit Canada. He has some family members(not having blood relation) in Canada. Can they help him in any kind?

The Niagara Falls are not in the neighborhood of Montreal. He applied twice for business visits to Montreal to see the Niagara Falls?! o_O

Also, he can see the Niagara Falls from the US.

Not sure what kind of help your dad is looking for. At best, these distant relatives can provide an invitation letter to support his stay.

Also, a change in the purpose of visit from attending exhibitions in Montreal.... to wanting to meet distant relatives in some other part of the country might be viewed as desperation to visit for some other purpose

The Niagara Falls are not in the neighborhood of Montreal. He applied twice for business visits to Montreal to see the Niagara Falls?! o_O

As there are no direct flights for Montreal from our place. So while coming back from the exhibition, there was 1 day stay at Toronto at that time he was supposed to see Niagara Falls.

Quite honestly, your dad's intended visits do not make sense. As advised earlier, he should visit similar exhibitions in China, HK, Germany, etc instead.

If his business revenues are high/he genuinely wants to get an idea about innovation in his work area, he can be a member of the Indian trade delegation that usually visits these exhibitions. That way it would be easier for him to get visas to those countries. Or else he can attend similar exhibitions that are held in India.

Also, the purpose of wanting to see the Niagara Falls as a tourist.... via Montreal/Toronto (hopefully not via Vancouver) does not make sense either.

It's his call if he wants to reapply

Last week, he has received his GCMS notes stating the reasons for refusal. Can someone please guide what should be the next step to reapply after clearing all the doubts mentioned in the GCMS notes?
