Please guide how can I reapply. We are very happy in our country and would never want to settle abroad. It is only I want to meet my sister whose son is autistic so she cannot travel frequently.

The refusal letter that you rcvd will have all details regarding reconsideration etc.here is not any direct communication way otherwise i will help directly whatsoever i can do

Did you checked through ircc tracker? Or you are using ircc portal or gcc key?

No tracker is different where sometimes you can see updates before ircc portal.

I am so upset. We have a decent travel history and I wanted to meet my sister as our mother passed away in Pakistan and she didn't manage to come due to the time constraints.

Given his military employment it may take many months for a response.

Oh no! I am so sorry to hear that. I got nothing on my end. But I feel like it is going to be a refusal as well for me.
