Hi, I have some questions regarding visitor visa expiry. But here is the background:
1. Individual came to Canada on August 11, 2019 on a visitor visa.
2. They could not leave because Covid-19 happened and extended to stay until June 2020 on a visitor record, hoping the situation would improve.
3. The visitor record expired and they still could not return because they couldn't find flights, airport closures and the risk associated with Covid.
4. Their passport and visa both expired on August 2020. Eventually they renewed the passport but did not apply for any status restoration or anything. They are still in Canada as of right now.

Question - what should the individual do now? please advise in detail the best course of actions.

They are currently out of status in Canada. They should apply to restore their status using their new passports - or alternatively leave Canada.
 
Just to clarify, this "status" is regarded as the visitor Visa or is it the visitor record?

I was looking at ircc canada website and it says that those with expired status can reapply for status restoration until December 31 2020. So does that mean the individual can reapply?
