Visiting Visa during PR Process

Almost zero chance. We applied. Got denied. It doesn't hurt or affect your application but yes the chances of getting are pretty much none
This is repeatedly asked question and answered by infinite numbers of people. Yet it constantly brought back. Regardless what people tell you their successful or failed attempts, it is still up to you to decide if you want to spend extra time and money on it.
One thing to keep in mind, for applicants who are not from visa exempt countries, if visitor visa is easy for your spouse to get, the need to apply for outland application would be greatly reduced (assuming that the applicant will eventually come to Canada to live).
There is no impact to the process though.
