Visiting Montreal, Quebec prior to PR approval

Hello, I am an American citizen who went to Montreal for graduate school, after which, I got a Certificat de Selection de Quebec

I applied for Permanent Residence under the Programme de l’experience quebecoise, submitting my application on April 25.

Its status is still showing “submitted;” if I wanted to travel to Montreal (just to visit) prior to its approval, would I be able to?
