Visiting after COPR is issued but not ready to officially land

I think this has been asked before but I can't seem to find the thread so here goes:

If you get your COPR, can you still visit Canada afterwards without having to land? My US wife has her COPR and would like to come up one more time before officially landing. Several factors for this:

1) we are still trying to figure out what stuff she wants to bring over (import car or not? etc)
2) She needs to be in the US for more family visits in near future
3) We would like to go on vacation soon

Because we would be living in Ontario and need to make sure we stay in Ontario for 153 days out of the first 183 to qualify for OHIP, and because she needs to wait ~70 days for a PR card, we'd like for her to officially land after all the upcoming travel is done and she doesn't need to leave anymore. But she would still like to come up before this. I'm wondering if customs/immigration would give her a bit of a hard time for just visiting her husband when her COPR has already been issued (I'm sure they can see it on the computer when they swipe her passport). I would imagine it is not an issue and I think others have said the same but just wondering if anyone has done this also.

I can't see why they would give her a hard time, really.

Just have her let them know that she is not prepared with her all her necessary paperwork and such for official landing and will complete it before her visa expiry date if they even waste the time asking her.

The only thing I can see them questioning is that she might have just a one way ticket when she comes up. The reason being that our vacation plans (overseas) have us leaving from and arriving back in Toronto Pearson Airport. We are thinking of her officially "land" when coming back from vacation. I suppose she can show the tickets for the vacation as proof she has plans of indeed leaving Canada (and coming back to officially land)

Even if she only has a one way ticket, I can't see that it would pose a problem for her at that time as she has already gotten her COPR and as far as they are concerned she is ready to land. Worst case scenario they would think is she forgets to land and looses out on all that time/money spent and has to do it all over again.

Remember the worst part about landing is going to have her B4 papers filled out with goods to follow and such. I don't know what happens if you just fill them out and then you decide on some stuff that isn't going to come with you. Otherwise, I would just say, have her list just about everything, including the kitchen sink, if she thinks she MIGHT bring it and her car, then when she officially goes back to get her stuff, she only brings what she really wants.

You could probably ask Leon or someone how that works.
