I recently went to my wife's appeal hearing and she was rejected. They did not believe that the marriage was real. I was wondering if she is on some sort of blacklist now. Would she still be allowed to come to Canada as a visitor? If she is allowed in as a visitor, would she be able to reapply from within Canada?

1. With a refused spousal application, a losing appeal, the chances that she would be given a TRV (visitor visa) are pretty close to nil. The PR application shows that her intention is to remain in Canada permanently.
2. As it is unlikely that she will get a TRV, it maybe moot for an "in Canada" application. If she somehow made it to Canada, I think you may find that the it will be the same refusal for an "in - Canada" application.
