Hello,

Question. Vietnamese wife. I am working in Vietnam. Best friend having a baby in the summer. Can wife request a visitor visa (assuming she meets requirements)? If yes, any implications for the PR application? Or better off just not making the situation more complicated?

Yes, she can apply for a TRV. It will have no impact on the PR app.
 
She can certainly apply for a visitor visa. Since you are already married, even if it is refused it should not negatively affect the PR application.

To get the visitor visa, she has to provide proof of her ties to Vietnam. Since both of you are there now, proof of your ties to Vietnam should be included as well. Things like proof of employment; letters from both of your bosses giving you time off and stating that you are expected back at a certain date; if you have a child, leave him or her behind in the care of relatives; proof of bank accounts, investments, home ownership, mortgages, leases; proof of enrollment in school for either of you, and if you have a child, proof of enrollment in school, daycare, activities; return tickets; a detailed plan of what you expect to be doing in Canada; basically anything you can think of that shows she will return to Vietnam.
