My friend's mom visit visa was rejected twice in the last year, now she wants to apply again. This time the new reason is that her son has new born baby that she wants to meet.
The birth certificate will be provided in the application.

Is it wise for her to apply soon after getting visa rejected twice? or is getting another 3rd rejection going to be bad for her?

Circumstances changing means addressing the reasons for refusal. It doesn’t mean visiting due to a birth. It means showing that her circumstances have changed to show she has the funds, ties to return etc.

I feel like a parrot repeating this

The Government knows they want to visit Canada . That’s why they are applying for a visa . They need to SHOW why they’ll leave Canada at the end of the visit .
Why does the Government want to know this ?
People come on visas and decide not to leave , because they have NO TIES to return to
Hence they have to work on the reasons why they were refused .
As mentioned, baby ain’t no reason .

If it’s imperative to see the baby, zoom a meeting.

She needs to wait. Having yet another tie to stay in Canada weaken her tie to home country.

She needs to address the issue of the refusal. (e.g. a job to return to, more fund to support her visit and family tie in home country etc.)
