Visa rejected twice

Hello!
My boyfriend's visitor visa to Canada has been rejected twice. The reasons listed were:
1)Travel history
2)Purpose of visit
I am here as a permanent resident and he has a job in Singapore which he's not looking to leave anytime soon, so it was a totally innocent visit just for vacation. Can someone suggest what to do? It was rejected in November. Is March too soon to apply again? His travel history's the same, so I'm not sure how we can change that.

You answered your own question. He shouldn't apply until something in his app changes. He should travel to some Visa required countries like USA, UK, Australia to change his travel history

Hoe much savings did he show? How long has he been in that position? Essentially you have to convince CIC that there is no way he will stay in Canada. If he has an ongoing lease, car rental, etc. Those things will help but not guarantee approval.
