I have a child who holds citizenship through birth.will the mother’s visa be refused if a new application is submitted?
 
What kind of visa is the mother applying for? What is her history in Canada? What was her status in Canada when she gave birth to the child?

Her visa is not guaranteed. She has to show strong ties to home country. Having a child who is a citizen weakens her application.

And no one mentions that this is birth tourism, and how detrimental it is to the healthcare system .

I paid all the costs of the birth in Canada because she was in Canada because of her sister's visit and with the state of intoxication at the borders due to Corona, the birth took place there and then she returned to the country in which we live

It's really impossible for any of us to say if the visa will be approved or not. You'll need to apply and see what happens. Generally it's more difficult to get a visa approved if you gave birth in Canada as a visitor. I would recommend you include an LOE to explain that you were stuck in Canada due to COVID and that you covered all of the costs yourself. I would also recommend you keep the length of your requested trip short (e.g. 3 weeks).
